ALTERNATIVES TO THE QUART CINTURÓ
  An environmentally sustainable model for this area demands the outright rejection of the Quart Cinturó along with the preservation and consolidation of existing agricultural and forestry space, well-communicated internally as well as externally with the coastal and pre-coastal regions. In addition, it would be necessary to change the present road-orientated system of transport, for one based on the railway, this would save energy, foment defined urban units and avoid the fragmentation and speculation of land space.

In spite of this, we propose here a series of measures that, within the existing model, solve the same short-comings that the Quart Cinturo claims to do:

1. Remove the motorway tolls.

With the return to public ownership of the sections of motorway affected by consessions and lease extensions, the capacity of the existing motorway would be considerably increased.

2. Improve the seemingly abandoned network of local and minor roads,

as demanded in recent years by the town councils of the region and increase the capacity of existing motorways, through the building of new feeder roads and additional lanes where really necessary.

3. Open the railway line Papiol-Mollet (27km):

Which runs parallel to the proposed route of the Quart Cinturo, and two tracked for a large stretch and has three stations and a halt already built. It was built in 1982, but was never opened and has never carried a single passenger, except for the recently well-publicized opening of a secondary branch linking the Autonomous University(UAB) with Cerdanyola. Why have they never been opened and put in service?

4. Establish an efficient public transport service (train and bus)

between the Vallčs Oriental, Vallčs Occidental and Baix Llobregat, breaking the recent tendancy to ignore this type of transport.
